Choose a location that fits your production process, supply chain and opening schedule. This guide connects industrial park selection with factory setup, premises due diligence and investment budgeting.

01 / DEFINE THE BRIEF

What does your factory need before you choose a park?

A useful shortlist begins with a written production brief. Give each park and landlord the same requirements so their replies can be compared. Separate minimum requirements from preferences and record which assumptions still need engineering confirmation.

02 / UNDERSTAND THE OPTIONS

Industrial park, development zone or bonded area?

These labels describe different characteristics. Administrative designation, industrial positioning and customs arrangements are separate questions. None of them, on its own, proves that your factory can operate in a specific building.

03 / SCREEN BEFORE SCORING

Check the conditions that can rule a site out

Apply hard constraints before a weighted location score. A low rent or strong logistics score should not offset an unresolved restriction that prevents the intended operation.

Project acceptance

Confirm the product, process and scale with the responsible local parties. Obtain a documented response and record any conditions; an informal industry introduction is not project-specific acceptance.

Land and building use

Check ownership or leasing authority, permitted use, relevant property documents and whether the proposed fit-out can proceed. Identify approvals and landlord consent needed for alterations.

Environmental and safety route

Have qualified local specialists determine applicable assessments, permits and safety or fire requirements using the actual process and location. Record dependencies before setting an opening date.

Utilities and handover

Seek written capacity, connection scope, estimated charges and delivery dates. Distinguish infrastructure near a property from capacity that can actually be supplied to your unit.

Use three statuses: supported by evidence, conditional, or unresolved. An unresolved item remains a decision risk; it is not a positive score.

Build a regional shortlist around the product and customer network. The following are comparison starting points, not a ranking of the best regions or a promise of lower costs.

For each candidate region, model representative shipments and recruiting needs. Compare equivalent building specifications and production assumptions. Avoid comparing a premium ready-to-use facility in one city with an unfinished shell in another.

06 / VERIFY THE BUILDING

A suitable industrial park does not guarantee a suitable factory

Evaluate the exact unit or plot. Record the address, boundaries, landlord or landholder, document references, inspection date and responsible reviewers. Photographs should identify what was inspected rather than serve as generic evidence of readiness.

Leasing an existing factory

Verify clear dimensions, structural loading, roof and slab condition, vehicle access, utility handover points, fire provisions and permitted alterations. Map the fit-out work and commissioning sequence. Agree who pays for upgrades and who owns improvements at the end of the lease.

Building on industrial land

Verify the land acquisition route, planning parameters, ground conditions, access and connection scope. Establish the design, permitting, procurement and construction dependencies before fixing the production start date. Include schedule and cost allowances for unresolved conditions.

Before signing: record conditions that must be satisfied, evidence required, responsible parties, milestone dates and the consequences of non-delivery. Have the proposed transaction and contractual protection reviewed by appropriately qualified advisers.

07 / LOOK BEYOND RENT

Compare the total cost of setting up and operating the factory

Use a common model for all shortlisted locations. Separate one-time setup expenditure, recurring operating costs and cash tied up in deposits, inventories and receivables. State currency, tax treatment, pricing dates and the source of each estimate.

08 / MOVE FROM SHORTLIST TO DECISION

A practical industrial park due-diligence workflow

  1. Issue the project brief. Assign a project owner and obtain engineering input on process, space and utilities.
  2. Screen regions and parks. Request comparable replies and identify hard constraints before selecting properties for visits.
  3. Inspect shortlisted properties. Bring the relevant technical specialists; document gaps between advertised and verified conditions.
  4. Build the evidence register. Link every critical conclusion to a document, inspection or written confirmation, with its date and responsible reviewer.
  5. Compare scenarios. Assess total cost, delivery risk, supply-chain fit and expansion using agreed criteria. Keep unresolved hard constraints outside the score.
  6. Negotiate conditional commitments. Define required approvals, landlord works, utilities, deadlines and contractual remedies with advisers.
  7. Approve the investment and handover plan. Record the decision, outstanding actions, contingency and owners before committing to the next stage.

Industrial park selection questions

Which industrial park in China is best for a foreign manufacturer?

There is no universal best choice. A defensible shortlist fits the production process, customers, suppliers, workforce, budget and delivery requirements. Verify the individual site before committing.

Should we choose the cheapest factory rent?

Only after comparing equivalent specifications and total project costs. Fit-out, connections, logistics and delayed production can change the economics of a low-rent building.

Does a park’s industry positioning mean our project is accepted?

No. Confirm the actual process, materials, emissions, scale and property conditions. A sector label alone does not establish a project’s compliance or readiness.

Is leasing an existing factory faster than building?

It can reduce construction work, but conversion, utility upgrades and applicable approvals still affect timing. Compare a verified readiness schedule for each option rather than assume a fixed opening period.

How should we compare government or park incentives?

Record the written terms, eligibility, performance conditions and expected payment dates. Keep unconfirmed support separate from the core investment case.
