1. Start with the production chain

2. TEDA east and west: compare the factory address
TEDA’s industrial offer spans distinct locations. Its investment profile covers automotive, electronics, petrochemicals and biomedicine, but these sectors do not use interchangeable premises. Start with the relevant industry area and then compare specific east- or west-zone buildings. The official property portal gives two useful address-level references: 276 Huanghai Road and No. 13 at 18 Xinye Third Street.
A third location, at Haitong Street and Muning Road, entered construction in July 2026 for customized marine-equipment workshops. It belongs in the future-supply discussion rather than a ready-to-move-in shortlist. For petroleum or chemical operations, confirm the designated operating area and process requirements separately; a standard factory marketed under the TEDA name does not establish acceptance of a chemical production line.

3. Factory space and named industrial locations
The references below distinguish operating premises, accepted buildings, construction projects and company-owned production bases. They explain what is physically documented in the area. A company base demonstrates an industrial activity; it is not an offer to lease part of that company’s factory. For multi-storey premises, keep structural floor height, clear height beneath services, freight-lift capability and effective loading access separate.
A useful property proposal should identify the exact building and floor, the area basis and the party responsible for delivery. This lets you compare an existing shell with fitted production space or a future customized building without assuming they have equivalent operating readiness.

4. A TEDA factory with a limited clear height
Compare actual east- and west-zone addresses. Automotive, electronics, pharmaceutical and chemical operations require different utility and logistics arrangements. A reference to a sector in the TEDA profile establishes an investment direction, not operating permission.
The Huanghai Road reference is particularly useful because it states under-beam clearance rather than simply advertising a building area. A 3.5 m clearance can affect machine loading, extraction routes, fire services, maintenance access and the ability to lift equipment. The result is not an automatic rejection: compact assembly may fit, while a tall machine or a crane requirement may lead to another building. Develop the equipment layout before assuming that the low-cost option needs only cosmetic refurbishment.
For the West Zone steel-structure reference, establish what the partial second floor contains and how production goods move between levels. The 5,410.59 m² total cannot be treated as one uninterrupted ground-floor workshop. If a custom marine-equipment workshop is considered instead, the lease negotiation should include technical interfaces and the timing of acceptance as well as commercial terms. 5. Industrial land: lease, build or adapt an existing site
TEDA’s two published factory references support a lease search; the marine-equipment project demonstrates a separate customized-development route. Do not treat the RMB 69 million announced construction investment for that project as a land sale price or a grant to an incoming tenant. No transferable, open industrial-land offer with a complete set of bid conditions is established by those documents.
A land or build-to-suit proposal should therefore be evaluated independently: land-use term, approved industry, sponsor investment, factory design responsibility, delivery specification and ownership of equipment interfaces. In particular, match the intended production start to the period needed for design, construction and the enterprise’s own equipment commissioning. An east-zone operating factory and a west-zone purpose-built project should not be compared on rent alone.

Read rent together with chargeable area, usable production area and handover condition. A bare shell, a fitted workshop and a specialist facility offer different starting points. Keep refundable deposits separate from operating expense and account for the time between rent commencement and customer-approved production. The minimum-wage or contribution-base references in this guide retain their original definitions; they do not establish a park-specific hiring median.

From headline rent to an investable operating budget
Consider an automotive component plant serving an existing nominated customer in TEDA. The first comparison should hold the production brief constant: the same usable area, operating shifts, equipment and required opening date. The main local decision variables are customer delivery gate, replenishment frequency and approved supplier timetable. A cheaper shell and a prepared production unit cannot be compared without pricing the work between lease signature and a usable operation.
Separate recurring costs from opening investment. Recurring items include premises charges, payroll, utilities, logistics and contracted services. Opening investment includes technical design, building adaptation, equipment installation and the time before production revenue begins. Deposits and working capital are cash requirements even when they are not permanent expenses. Keep recoverable taxes, financing and any approved incentive in distinct lines so the comparison does not hide timing differences.
If the production brief later adds a separate medical-device line or chemical operation, reopen the technical and admission assessment before treating the original quotation as valid. 8. Budget for employees and shift operation
Tianjin’s published monthly minimum wage is RMB 2,510 from September 2025. The included employee-contribution items differ from the Shanghai and Beijing minimum-wage definitions, so the headline figures are not a comparable employer-cost ranking. A drug or chemical operation needs specialist handling rather than a generic container-haulage assumption.
Separate passenger travel from freight. A route to a railway station or airport helps customer visits and recruitment, while factory deliveries depend on truck access, loading windows and the actual terminal. For recurring movements, compare a normal shift, an evening shift and an abnormal-delay scenario. This is an operating assessment rather than a published travel-time guarantee.
Compare the east and west locations using actual truck movements and employee travel, not only the TEDA label. Heavy equipment may make gate dimensions and turning space more important than a small difference in rent. An existing factory address does not establish permission for a new tenant’s different process.
A procurement strategy for TEDA
For a component supplier, proximity is only the start. An automotive quotation must establish the nominated delivery point, replenishment frequency, packaging standard and responsibility for line stoppages. A medical-equipment supplier needs a different sales cycle: validation of components, traceability and controlled change are likely to dominate the qualification discussion. A project serving both sectors should keep its quality resources and commercial timetable separate.
Chemical-materials production belongs in a site and utility assessment specific to Nangang, not in a generic TEDA light-industrial factory shortlist. The same district name cannot establish the availability of steam, chemical storage or approved discharge at another address. 10. Equipment support is tied to qualifying projects
A September 2026 TEDA announcement documents local projects receiving municipal equipment-renewal support. Establish which expenditure period and equipment qualify, which entity applies, and whether other funding can be combined. Keep any potential award outside the base-case budget until the applicable rules and approval status are clear.

TEDA’s first 2026 manufacturing-fund notice required district submissions by 16:00 on 28 August 2026. That round is closed as of this review. It used the municipal project-review system and required electronic materials plus two paper sets. The notice provides separate programme attachments: an applicant must select the applicable direction and eligible investment period, rather than assume that every equipment purchase qualifies.

A park’s target sector, an encouraged-investment classification and eligibility for a grant are separate questions. Define the product, process, inputs, energy demand and emissions, then establish which rules apply. The 2024 foreign-investment negative list removed manufacturing-specific foreign-investment restrictions; this does not waive environmental, energy, fire or product-related requirements. The 2025 energy-review and carbon-assessment measures provide a project-review framework. Determine the applicable authority and evidence for the actual project rather than assuming that an existing industrial address has completed every step. The 2025 encouraged foreign-investment catalogue took effect on 1 February 2026. Match the exact catalogue entry and technical conditions; a park’s sector label is not sufficient.

12. Compare locations around the actual production brief
Compare production and logistics with engineering and customer-access needs; use actual factory proposals. Compare matched proposals: the same product, annual output, headcount, utilities and intended start date. A rent figure from an office portfolio should not be compared with a fully equipped factory; a minimum wage should not be compared with an advertised all-in recruitment package.
