Beijing Yizhuang: Manufacturing, Factory Space and Investment Conditions
Assess Beijing Yizhuang for robotics and advanced manufacturing, with policy conditions, factory-space questions, workforce costs and project planning.
1. Yizhuang: advanced manufacturing, engineering and robotics
Yizhuang deserves assessment for projects combining advanced manufacturing with substantial engineering work. Robotics is one route, alongside the high-end equipment, biomedical and new-energy-vehicle activities identified in the bonded-zone development programme. The important distinction is the function you intend to locate: engineering, pilot production, series manufacture or international repair. Each leads to a different property and staffing brief.

The January 2026 government review reports that 2025 GDP exceeded RMB 400 billion. It identifies BOE’s sixth-generation semiconductor-display line reaching full mass production and the all-electric Mercedes-Benz CLA rolling off the local line. These examples support separate display-equipment, automotive and advanced-manufacturing propositions; the district’s aggregate GDP is not a measure of vacant premises or demand for a particular supplier.
[3]2. Yizhuang New City, established factories and the bonded zone
Yizhuang should not be reduced to a robotics estate. The new bonded-zone production and R&D space addresses high-end equipment, biomedicine, new-energy vehicles and robotics. The industrial-land renewal rules refer to already granted industrial parcels within Yizhuang New City’s 225 km². That policy scope should not be confused with the boundary of any individual carrier or the customs-supervised area.
Jingguang Industrial Park and the Z21 bonded-zone buildings offer two different operating models: an industrial innovation carrier and premises within a specific customs environment. Choose between them through the movement of products, samples and equipment, as well as engineering requirements. A domestic-sales assembly operation and an international repair or R&D operation can need different procedures even when their floor areas are similar.

The planning report locates the project north of Jingsheng South 2nd Street and east of Sangde West Road, on parcel B4-2-5-1. The map uses those roads as a vicinity reference because the provider’s generic park-name search returned a different biomedical location during review. It should not be used as a surveyed building outline.

3. Factory space and named industrial locations
The references below distinguish operating premises, accepted buildings, construction projects and company-owned production bases. They explain what is physically documented in the area. A company base demonstrates an industrial activity; it is not an offer to lease part of that company’s factory. For multi-storey premises, keep structural floor height, clear height beneath services, freight-lift capability and effective loading access separate.
A useful property proposal should identify the exact building and floor, the area basis and the party responsible for delivery. This lets you compare an existing shell with fitted production space or a future customized building without assuming they have equivalent operating readiness.

Choosing between production, bonded operations and engineering
Z21’s accepted buildings and Jingguang’s published building dimensions answer different questions. Z21 provides a named bonded-zone production/R&D reference; Jingguang provides a multi-storey industrial-space reference with documented floor heights. Neither establishes a current vacancy, a certified usable load or the permission for a particular manufacturing process.
For a robot company, split the operating brief into mechanical assembly, electronic integration, battery handling, endurance testing and customer demonstration. A high-ceiling demonstration hall may still have unsuitable goods lifts or insufficient structural loading for production. For a display-equipment supplier, the assembly and cleanliness specification can differ substantially from that of a semiconductor fabrication plant. The appropriate comparison is between a technically compatible building and the work needed to make it operational.

An engineering-intensive project may benefit from keeping design, pilot work and early production together. A space-intensive series-production project should also compare suitable northern-China alternatives. Treat this as an operating-model decision, not a claim about which city has the lowest wages.
A robot prototype workshop and a factory releasing repeatable units are different operating environments. Serial-number control, incoming component inspection, calibrated test equipment, software configuration and final acceptance require dedicated space and people. Decide whether the Yizhuang site will manufacture components, assemble complete systems or perform application integration. That decision changes machinery, staffing and the potentially relevant policy category.
If shared laboratories or the bonded-zone model are considered, establish which activities the operator performs and which remain the manufacturer’s responsibility. A pilot service can provide testing capacity without becoming the producer of record. Likewise, a robot-leasing incentive belongs to eligible equipment activity and should not be entered as a reduction in property rent. The business case should connect each proposed service or policy to a defined production need and applicant.

5. Industrial land: lease, build or adapt an existing site
Yizhuang’s 2025 No. 20 land-renewal rules provide a more recent reference than the older general land-supply explanation. They concern qualifying already-granted industrial sites within the specified New City area. For M1 industrial sites, increasing floor-area ratio without changing use can avoid an additional land premium under the stated conditions; changes of use follow a separate approval and land-procedure route. This is not a blanket discount on acquiring a new plot.
A tenant in a redeveloped industrial building should understand which permitted use has actually been approved. A design rendering showing laboratories or offices cannot establish the right to install a production process. For an owner-occupied development, compare renewal of an existing site with new land only after resolving use, structural capacity and the time required for approvals.
[5]6. Yizhuang factory rent and operating costs
No current building-specific Yizhuang manufacturing rent was verified in this review. Jingguang’s published floor heights and the Z21 completion report explain physical options, but neither is a dated commercial offer. Compare base rent, chargeable area, service costs, tax treatment and technical adaptation for the actual unit. A robotics equipment-leasing incentive is not a subsidy for the factory lease.

Read rent together with chargeable area, usable production area and handover condition. A bare shell, a fitted workshop and a specialist facility offer different starting points. Keep refundable deposits separate from operating expense and account for the time between rent commencement and customer-approved production. For labour, distinguish gross remuneration from overtime, bonuses, employer contributions and practical benefits. The minimum-wage or contribution-base references in this guide retain their original definitions; they do not establish a park-specific hiring median.

From headline rent to an investable operating budget
Consider a robotics company moving from prototypes to production in Yizhuang. The first comparison should hold the production brief constant: the same usable area, operating shifts, equipment and required opening date. The main local decision variables are test space, engineering recruitment and supplier qualification. A cheaper shell and a prepared production unit cannot be compared without pricing the work between lease signature and a usable operation.
Separate recurring costs from opening investment. Recurring items include premises charges, payroll, utilities, logistics and contracted services. Opening investment includes technical design, building adaptation, equipment installation and the time before production revenue begins. Deposits and working capital are cash requirements even when they are not permanent expenses. Keep recoverable taxes, financing and any approved incentive in distinct lines so the comparison does not hide timing differences.
If the production brief later adds battery testing, heavier equipment or bonded imports, reopen the technical and admission assessment before treating the original quotation as valid. A change in process can alter the building shortlist, engineering scope and opening sequence. This is an analytical budgeting approach, not a published estimate of local prices.
8. Employment costs and specialist staffing
Beijing’s published monthly minimum wage is RMB 2,540 from September 2025. It does not represent recruitment rates for robotics engineers, mechatronics technicians or application specialists. Separate engineering and production headcount in the business case, including overtime where applicable, benefits and employer contributions. If engineering remains in Beijing while volume production is elsewhere, explicitly budget coordination, staff travel, sample handling and duplicated support functions.

Beijing’s 2025 skilled-talent directory publishes annual median reference values, including the roles below. The demand regions include E-Town alongside other Beijing districts; these are not Yizhuang-only medians or 2026 offers. They provide a more relevant recruitment starting point than the minimum wage. Employer contributions and benefits require separate budgeting.

9. Engineering proximity and cross-border goods flows
For Yizhuang, classify movements as domestic production inputs, research samples, equipment imports, finished products or repair returns. The Z21 example shows why a bonded operating model can matter for some activities, while an ordinary factory model may fit others. Engineering access also affects recruitment: software, mechatronics, quality and production management are distinct labour markets and require separate staffing assumptions.
Separate passenger travel from freight. A route to a railway station or airport helps customer visits and recruitment, while factory deliveries depend on truck access, loading windows and the actual terminal. For recurring movements, compare a normal shift, an evening shift and an abnormal-delay scenario. This is an operating assessment rather than a published travel-time guarantee.
Compare Yizhuang with TEDA when the project can separate product development from higher-volume manufacturing, or when northern-China customer coverage matters. This is a project-design comparison, not a claim that one city is always cheaper. Determine the testing, customer-validation and supplier interfaces that must remain close to the factory. Then compare suitable buildings and staffing plans using an identical production brief.
10. What the robotics policy actually covers
The embodied-intelligence robotics measures, Jing Ji Guan Fa [2025] No. 17, apply to qualifying actual operations within Yizhuang New City’s 225 km² and run to 31 August 2028. They include the conditional support below. Compliance-history and non-duplication rules apply; confirm the current application route.

The 2025 robotics measures distinguish laboratory investment, demonstration adoption, component procurement and robot leasing. For qualifying operations in the 225 km² Yizhuang New City, the published measures run to 31 August 2028. Relevant examples are below; caps, eligible costs, compliance history and non-duplication conditions apply.

A dated open application window
The first-half 2026 computing-voucher call accepts applications from 31 August to 20 September 2026 through the Beijing policy-redemption service or E-Town’s policy platform. It is open on this guide’s 16 September review date. The call concerns eligible first-half activity under its own guide; a new company should not infer eligibility merely because the portal is open.
[10]11. Factory admission and the encouraged-industry question
A park’s target sector, an encouraged-investment classification and eligibility for a grant are separate questions. Define the product, process, inputs, energy demand and emissions, then establish which rules apply. The 2024 foreign-investment negative list removed manufacturing-specific foreign-investment restrictions; this does not waive environmental, energy, fire or product-related requirements. The 2025 energy-review and carbon-assessment measures provide a project-review framework. Determine the applicable authority and evidence for the actual project rather than assuming that an existing industrial address has completed every step. The 2025 encouraged foreign-investment catalogue took effect on 1 February 2026. Match the exact catalogue entry and technical conditions; a park’s sector label is not sufficient.

12. Compare locations around the actual production brief
Compare an integrated engineering-and-assembly operation with a split R&D/production model. Compare matched proposals: the same product, annual output, headcount, utilities and intended start date. A rent figure from an office portfolio should not be compared with a fully equipped factory; a minimum wage should not be compared with an advertised all-in recruitment package.
For a first operation in China, the better location can be the one that reduces customer-validation and startup uncertainty. For a mature production transfer, machinery relocation, spare capacity and continuity may matter more. Record the reason each candidate remains on the shortlist, and identify the one or two unresolved items that could change the decision.

Yes. The 2024 national negative list removed manufacturing-specific foreign-investment restrictions.
