1. An automotive-led location assessment
Wuhan Economic Development Zone is a location to investigate for automotive components, production equipment and vehicle-related electronics. Its 2023–2025 automotive action plan provides industry context, but that planning period has ended. This distinction matters when comparing property incentives: the brand used in project publicity does not by itself establish which jurisdiction accepts a subsidy application. The signed lease, operating entity and project implementation address should all match the programme’s geographic rules.

3. Factory space and named industrial locations
The references below distinguish operating premises, accepted buildings, construction projects and company-owned production bases. They explain what is physically documented in the area. A company base demonstrates an industrial activity; it is not an offer to lease part of that company’s factory. For multi-storey premises, keep structural floor height, clear height beneath services, freight-lift capability and effective loading access separate.

4. Wuhan supplier launch and customer production approval
For automotive suppliers, customer nomination, production qualification and local operating approvals are separate decisions. Start with the actual delivery programme and process. A China Auto Valley location does not itself qualify a company to supply a vehicle manufacturer.
A component factory can be physically ready before it is commercially ready to supply an automotive customer. The production launch plan should distinguish building handover, installation, trial output, process capability and customer acceptance. Space for non-conforming parts, measurement and traceability is part of that plan, not an optional office function. The production organisation also needs responsibility for emergency quality containment and service at the receiving plant.
If comparing an existing Wuhan building with future space in the Hanchuan cooperation area, work back from the customer’s launch date and retain a realistic contingency. 5. Industrial land: lease, build or adapt an existing site
An automotive supplier choosing Wuhan needs to distinguish an existing supplier factory, an industrial-project plot and the new cross-city park pipeline. The Hanchuan West Zone began construction in August 2026; the announcement’s planned first arrivals in June 2027 are a schedule target, not a land award or an operating permit.
A large stamping, casting or battery-related project can require a building and yard shaped around the process, whereas a wiring, electronics or small-module assembly line may be able to use suitable leased space. Define ownership of foundations, cranes and high-capacity electrical equipment before comparing the two routes. For a plot proposal, obtain its actual bidding and performance conditions; the automotive corridor’s broad industrial priorities do not establish a uniform price, investment threshold or subsidy across Wuhan and Hanchuan.

Read rent together with chargeable area, usable production area and handover condition. A bare shell, a fitted workshop and a specialist facility offer different starting points. From headline rent to an investable operating budget
Consider a supplier supporting a new vehicle programme in Wuhan EDZ. The first comparison should hold the production brief constant: the same usable area, operating shifts, equipment and required opening date. The main local decision variables are customer launch dates, tooling acceptance and logistics buffers. A cheaper shell and a prepared production unit cannot be compared without pricing the work between lease signature and a usable operation.
Separate recurring costs from opening investment. Recurring items include premises charges, payroll, utilities, logistics and contracted services. Opening investment includes technical design, building adaptation, equipment installation and the time before production revenue begins. A Wuhan automotive supplier should build its location case around the nominated receiving plant and the customer’s production calendar. Returnable packaging, rejected-parts containment, traceability and emergency replenishment need space and management capacity. A lower rent cannot compensate for a launch missed because a process, utility or customer validation was unfinished. For the cross-city West Zone, include the future handover timetable and intercity movements explicitly.
Separate passenger travel from freight. A route to a railway station or airport helps customer visits and recruitment, while factory deliveries depend on truck access, loading windows and the actual terminal. For recurring movements, compare a normal shift, an evening shift and an abnormal-delay scenario. This is an operating assessment rather than a published travel-time guarantee.

Application evidence includes the project proposal, finances, ownership and team, orders and IP. Review and due diligence precede an investment decision and agreement. This financing structure must be discussed with shareholders; it should not be entered as a free cash subsidy in a factory budget.

12. Compare locations around the actual production brief
Compare existing supplier operations with a future cross-city development; do not assume equal delivery dates.
