What does Zhongshan Torch cover today?
The March 2026 official profile describes Zhongshangang and Minzhong together: 85.22 km² and 125.42 km² respectively, for a combined 210.64 km². It also records the zone’s national establishment in 1990 and the later integration of certain responsibilities.[1]
That wider scope matters when reading older documents. A historical Torch property comparison may refer mainly to Zhongshangang, while a recent investment introduction may include a Minzhong project. Label the location in the shortlist instead of applying one distance, price or infrastructure assumption to both.
The regional map separates the two subdistrict searches. The internal map includes named development references with their status. Neither represents an approved land boundary or a verified list of vacant factories.

These are our enquiry directions based on the reported industry base. They are not a blanket admission list. A factory that assembles an energy component has different requirements from one that manufactures cells or handles hazardous materials; describe the process precisely before asking about suitability.
Zhongli Zhigu: read the phases separately
A January 2026 Zhongshan Plus report states that Zhongli Zhigu’s first and second phases were completed, while a third phase involving basement and factory construction targeted completion later in 2026. That target is not treated as an accomplished handover in this guide.[2]
For a redeveloped estate, ask which phase contains the proposed unit and which services are shared with unfinished works. Inspect temporary access, construction separation, drainage, fire routes and the point at which permanent utilities will be available. An occupied earlier phase does not prove the readiness of a later one.
The July 2026 public consultation on a Xinming electromechanical redevelopment proposal is another status category: a planning proposal. It is not a completed factory or an open letting offer.[5]

Factory leasing and multi-tenant building checks
The zone reported fire-safety inspection activity at subdivided rental factories in August 2026. This makes the relationship between the overall building and a proposed leased unit a particularly useful due-diligence focus.[4]
Ask for the title, authorised letting chain, approved use and the drawings showing the current partitions and escape routes. Walk the route from your unit to the exit and inspect shared areas. Establish who controls maintenance, waste storage, loading and changes made by neighbouring tenants.
For equipment, obtain floor-loading information and clear height below beams and services. For a larger production line, trace the entire receiving and dispatch cycle. For a clean process, check whether the surrounding uses and the available utility routes can support the intended environment. A large advertised area can still provide a poor production layout.
If a separate building or build-to-suit facility is proposed, apply the same checks to delivery conditions and expansion rights. Do not infer vacant possession from a satellite image or a development rendering.
Land and investment-project introductions
The investment-promotion bureau’s earlier project material identifies a Minzhong location on Zhongnan Avenue and a Torch Medicine Valley location in the Liyu industrial area. These are useful development leads, with their original date retained.[3]
They are not current parcel offers. Ask whether the project is still being promoted, which land or building is involved, what has been delivered and which entity can transact. Obtain the parcel number, approved use, term, intensity, utility conditions and project commitments before comparing consideration.
No representative current industrial-land or factory-rent benchmark for the combined Torch geography was established in the reviewed evidence. Separate Zhongshangang and Minzhong offers by actual location and specification. A lower land cost can be outweighed by access work, construction, a utility extension or a longer start-up schedule.
What does the Shenzhen–Zhongshan connection change?
The official profile records the opened Shenzhen–Zhongshan Link as part of the area’s regional context.[1]
For site selection, assess what the crossing changes for your actual operation. A technical team travelling from Shenzhen, a supplier making frequent small deliveries and a plant shipping export containers may gain different benefits. Use a gate-to-gate route and the applicable vehicle and cargo arrangements.
Compare current travel at the relevant departure times, with tolls, collection windows and staff return travel. Do not turn a bridge journey time into a promise for the complete factory-to-customer trip. Include an alternative route or inventory buffer where disruption would stop production.
People, utilities and financial assumptions
A June 2026 finance-bureau account describes financing support for industrial-park construction. Such development financing is not a direct grant or guaranteed rent discount for an incoming manufacturer.[6]
Build the operating budget from quotations for the unit and process: rent, management charges, fit-out, power upgrades, process utilities, staffing, maintenance, waste handling and logistics. Obtain the available electrical capacity and connection timetable in writing. For optical or medical assembly, price the environmental controls needed to make the space usable.
Recruitment should be tested in the selected subdistrict. Ask for role-specific salary expectations and current candidate availability, then add shift transport, training and supervision. An expanded administrative area does not make every worker’s commute practical.
Choose the site only after the engineering gap list, hiring plan and delivery schedule can be reconciled with the cash plan. Treat incentives as conditional upside until the current policy, applicant eligibility and payment conditions are documented.
Build a comparable factory budget
The published monthly minimum wage is RMB 2,080, effective 1 March 2025.[7]
Use current role-specific recruitment quotations for the staffing budget. Add applicable employer contributions, shift arrangements, recruitment, training and support costs separately; the statutory floor is not a technician salary or an all-in employment cost.

Factory setup: turn the shortlist into an operating plan
The 2024 national foreign-investment negative list removed manufacturing-specific foreign-investment access restrictions.[8]
For a proposed investment, check the current rules covering its complete business scope and products with the relevant authorities and qualified advisers. Registration, land or lease arrangements and a production-ready operation are separate workstreams. This guide supplies a site-selection sequence, not an address-specific approval determination.

Give each unresolved item an owner, a document and a target date. Avoid promising a universal launch period: a light-assembly move into a suitable unit and a dedicated process plant have different critical paths. A written plan makes those dependencies visible before money is committed.
For incentives, request the current policy text and application route. Check the applicant, activity, eligible spending, filing date, performance conditions and payment timing. Keep unconfirmed support outside the base operating case. The name “high-tech zone” is not itself a tax ruling or a subsidy award.

Public Torch-area advertisements include approximately 5,160 m² on Keji West Road at RMB 0.33/m²/day and 5,000 m² in Zhongchao Industrial Park at RMB 0.40/m²/day. Before including a subsidy in the investment case, establish the eligible legal entity, qualifying cost period, required recognition, submission window, payment conditions and whether other awards can be combined. Budget the project without an unapproved award and show any potential support separately.
Investment access and factory admission
Verify the address within the expanded Torch geography, the landlord’s authority and the whole building’s fire arrangements. Multi-tenant premises and redevelopment projects need a clear division of responsibilities and a reliable delivery date. A relocation programme’s historic beneficiary rules do not establish new-project eligibility.
