One national zone, five different property searches
Foshan’s high-tech zone uses a one-zone, five-park structure covering Chancheng, Nanhai, Shunde, Gaoming and Sanshui subparks. Its 2026 official work communications continue to use that structure.[1][2]
The practical implication is that there is no single factory market, commute or landlord represented by the zone’s name. Begin with the production activity and supply chain, then choose a sub-area and a particular estate. A citywide Foshan industrial statistic is not automatically a statistic for the high-tech zone.

Yundonghai: a specific life-science property case
The high-tech zone’s 2025 work review describes commissioning of provincial regulatory-service facilities and public-service infrastructure in Yundonghai. An earlier construction report and a later medical-device registration report provide separate milestones in the area’s development.[3][5][6]
The Guangdong Medical Valley operator publishes Yundonghai building specifications: approximately 7.9-metre first-floor storey height, approximately 5.5–6 metres above, and loading figures that vary by floor category. These are operator-published design descriptions, not a structural approval for your equipment.[4]

A life-science label does not establish suitability for every drug, biological material or medical-device process.
How to compare general manufacturing space across Foshan
For equipment or component manufacturing, identify the suppliers and service companies that materially affect lead time. An established local relationship can be useful for tooling, maintenance or short production runs; it still needs qualification against your drawing, process and quality requirements.
Visit buildings with the same technical brief. For one project, a ground-floor unit and a large receiving yard may be decisive. For another, a multi-storey building with controlled assembly space and reliable lifts may work well. Comparing only rent per square metre hides that difference.
Ask whether the advertised area includes common corridors, offices or shared service space. Record usable production area separately from chargeable area. Then compare the same annual output and staffing assumptions, including material flow and handling cost, rather than comparing unrelated units with different floor counts.
Industrial land and redevelopment: read the project conditions
Foshan’s official work review distinguishes high-tech-zone projects from the broader large industrial agglomeration area. Do not combine those investment, land-preparation or project totals into one inventory.[3]
For a land enquiry, obtain the exact parcel and responsible district, current offering status, approved use, development intensity, delivery condition and project commitments. A national high-tech-zone label does not remove the need to review those conditions. This review does not establish a representative current land price for all five subparks.
Redevelopment adds another layer: existing occupiers, demolition timing, utilities, title and any shared access rights. Where a building is being converted or extended, ask which drawings and approvals describe the final proposed unit. Allocate relocation and delay risk before treating the space as a committed production option.
Map the supply chain from the actual subpark
The regional map lets you switch between sub-area searches; the internal map focuses on named carriers. These are provider searches, not a legal boundary overlay. Use the Chinese names when coordinating a site visit, particularly where English translations differ between operators.
Obtain a cargo quote from the actual building to the chosen terminal and customer. For large equipment, check bridge and road restrictions, turning space and lifting arrangements. For medical materials, investigate temperature control, packaging and accepted handling procedures.
Do not book future airport infrastructure into the operating baseline. For managers and technical staff, compare currently available airport and rail journeys separately from the freight plan. A short distance on a regional map may still conceal difficult loading access or a long shift commute.
Labour, technical services and daily operations
Construct a hiring plan around the sub-area and process. Machining, automated assembly, device quality work and biological production require different skills and training. Collect current salary expectations for each role instead of applying a citywide minimum wage as the recruitment budget.
For life-science services, identify the specific facility and its scope rather than assuming a service listed by an operator is on the same campus. Ask about access, fees, turnaround, sample handling and responsibility for records. The published registration example demonstrates one company’s milestone, not a general approval route for every tenant.[5]
Include shift transport, meals, protective clothing, training time, maintenance coverage and staff turnover in the operating plan. A factory choice that creates a recruitment bottleneck can be more expensive than a higher-rent unit with a workable workforce catchment.
A practical Foshan shortlist
For a conventional manufacturing brief, start with the sub-area closest to qualified suppliers and customers, then compare at least one alternative with the same equipment and output assumptions. For a life-science brief, investigate Yundonghai’s carrier and service evidence, while confirming that the actual unit supports the process.
Rank the buildings by unresolved production constraints, total readiness cost and schedule reliability. Keep incentives separate from the base case. Where the evidence stops at a signing, a plan or a design specification, identify the next document needed instead of converting the statement into an availability claim.
The best final comparison is a building-level file with maps, floor plans, utility offers, commercial terms, a staffing plan and a schedule. It should be possible for an engineer who did not join the first visit to understand why a building remains on the shortlist.
Build a comparable factory budget
The published monthly minimum wage is RMB 2,080, effective 1 March 2025.[7]
Use current role-specific recruitment quotations for the staffing budget. Add applicable employer contributions, shift arrangements, recruitment, training and support costs separately; the statutory floor is not a technician salary or an all-in employment cost.

Factory setup: turn the shortlist into an operating plan
The 2024 national foreign-investment negative list removed manufacturing-specific foreign-investment access restrictions.[8]
For a proposed investment, check the current rules covering its complete business scope and products with the relevant authorities and qualified advisers. Registration, land or lease arrangements and a production-ready operation are separate workstreams. This guide supplies a site-selection sequence, not an address-specific approval determination.

Give each unresolved item an owner, a document and a target date. Avoid promising a universal launch period: a light-assembly move into a suitable unit and a dedicated process plant have different critical paths. A written plan makes those dependencies visible before money is committed.
For incentives, request the current policy text and application route. Check the applicant, activity, eligible spending, filing date, performance conditions and payment timing. Keep unconfirmed support outside the base operating case. The name “high-tech zone” is not itself a tax ruling or a subsidy award.
Factory rent and total occupancy cost
A third-party investment listing gives RMB 25–30/m²/month, without a dated sample or a clear distinction between the five subparks. Treat this only as an advertising indication. The national zone spans five geographically separate subparks. Compare freight routes, technicians, specialist suppliers and public services at that level. Yundonghai’s biomedical platform is a different proposition from an established appliance or machinery manufacturing cluster.

Policy information checked for this update: 13 September 2026. Awards depend on beneficiary, location, expenditure, recognition and application rules; announced caps are not amounts already secured by a prospective tenant.

Identify the specific subpark and township, then assess building use and production impacts. Biomedical milestone rewards require the relevant product/production qualifications. Incentive eligibility does not replace pharmaceutical or device approvals.
