Government reporting in 2026 identifies the development zone as an industrial setting for intelligent manufacturing and discusses an Inovance robotics project. NARI Relays’ completed expansion provides a concrete electrical-equipment manufacturing reference. The development zone’s automotive examples include Changan Mazda and suppliers such as Hella and Desay SV. Jiangning’s July 2026 AI-policy response places the development zone’s emphasis on smart manufacturing and robotics, while distinguishing other district locations. Its count of 65 core AI enterprises is district-wide and must not be presented as a development-zone count.

For an automation supplier, the overlap is commercially relevant: commissioning, controls integration and production-line service can support more than one industrial customer type. It also changes the staffing plan. Field engineers may spend significant time at customer sites, so the cost model should separate permanent factory headcount from installation and service capacity.

2. Jiangning EDZ is not every industrial park in Jiangning

This guide concerns Nanjing Jiangning Economic and Technological Development Zone. Jiangning District also contains other development areas; district-wide totals and projects cannot all be assigned to this zone. The official zone–subdistrict cooperation report describes shared property and project resources, including matching premises in Moling. Cooperation is useful for expanding a search, but does not make all participating addresses identical for incentives or administration.

The industrial references here include NARI Relays, Chang’an Mazda and the reported Inovance projects. An airport-related carrier or a university-linked property should be compared by its actual building use and handover condition. 3. Factory space and named industrial locations

The references below distinguish operating premises, accepted buildings, construction projects and company-owned production bases. They explain what is physically documented in the area. A company base demonstrates an industrial activity; it is not an offer to lease part of that company’s factory. For multi-storey premises, keep structural floor height, clear height beneath services, freight-lift capability and effective loading access separate.

A useful property proposal should identify the exact building and floor, the area basis and the party responsible for delivery. This lets you compare an existing shell with fitted production space or a future customized building without assuming they have equivalent operating readiness.

4. Jiangning electrical-equipment production and testing

For a Jiangning automation or equipment project, separate proximity to an industry from access to a service. A nearby leading manufacturer is not a purchase commitment. Likewise, a groundbreaking announcement does not establish a building ready for occupation.

An electrical-equipment factory in Jiangning should distinguish routine assembly from product testing. Test-bay power, earthing, safe separation, acoustic treatment and controlled access can determine the building layout. A premises quote that covers ordinary lighting and office sockets cannot establish the cost of commissioning the test systems. Specify which systems belong to the landlord and which the tenant will install and maintain.

5. Industrial land: lease, build or adapt an existing site

Jiangning’s zone–subdistrict mechanism reports shared information on idle land and premises. That is a useful route for a project search, not evidence that every listed site can be assigned to a new investor. NARI Relays’ completed expansion illustrates a purpose-built production and staff-support campus; it is an operating-company example, not publicly offered land.

Before choosing land, explain the production equipment, building footprint, future expansion and environmental interfaces to the responsible project team. A site in a cooperating subdistrict may be commercially suitable but have a different agreement counterparty and policy scope. Compare land-and-build, a dedicated existing factory and a multi-tenant industrial building using the same output and opening-date assumptions. No verified current zone-wide land price is available from the cited project announcements.

6. Factory rent: what should enter the comparison?

A June 2026 issuer disclosure provides named factory-rent evidence. The figures below describe the Development Group’s portfolio as of March 2026, not a live offer or the average for all Jiangning factories. Daily rents are converted using 30 days solely for comparison; contracts may calculate billing differently.

7. The cost of an operational factory

Read rent together with chargeable area, usable production area and handover condition. A bare shell, a fitted workshop and a specialist facility offer different starting points. Keep refundable deposits separate from operating expense and account for the time between rent commencement and customer-approved production. For labour, distinguish gross remuneration from overtime, bonuses, employer contributions and practical benefits. From headline rent to an investable operating budget

Consider an electrical-equipment assembly and commissioning operation in Jiangning EDZ. The first comparison should hold the production brief constant: the same usable area, operating shifts, equipment and required opening date. The main local decision variables are factory specification, engineer deployment and staff accommodation. A cheaper shell and a prepared production unit cannot be compared without pricing the work between lease signature and a usable operation.

The same disclosure lists development-zone youth apartments at RMB 1,000–1,400 per room/month and airport youth apartments at RMB 760–1,000 per room/month. These are room prices, not per-person wages, and do not establish eligibility or current vacancies. Compare occupancy limits, commuting and meals before choosing an employer accommodation allowance.

9. Electrical equipment and automotive supplier access

Jiangning’s documented NARI and automotive examples support two different supplier conversations. Electrical equipment may require test loads, specialist quality systems and application engineers. Automotive components add programme timing, traceability and customer production approval. Proximity creates a reason to investigate these connections; it does not place a new company on an approved supplier list. University or public-service cooperation also needs a defined project and service agreement.

Separate passenger travel from freight. A route to a railway station or airport helps customer visits and recruitment, while factory deliveries depend on truck access, loading windows and the actual terminal. For recurring movements, compare a normal shift, an evening shift and an abnormal-delay scenario. This is an operating assessment rather than a published travel-time guarantee.

Define all processes that happen on site. Final assembly and testing may create a different environmental and safety profile from machining, coating or battery-related operations. Nanjing’s 2026 policy package describes support of up to 10% of eligible equipment purchases for qualifying technology-upgrade projects, capped at RMB 10 million. This is a city-level measure, not a special entitlement attached to a Jiangning lease. Determine whether the investment is a qualifying upgrade, the relevant expenditure period and the application requirements. Do not assume that every machine in a new greenfield plant qualifies.

11. Factory admission and the encouraged-industry question

A park’s target sector, an encouraged-investment classification and eligibility for a grant are separate questions. Define the product, process, inputs, energy demand and emissions, then establish which rules apply. The 2024 foreign-investment negative list removed manufacturing-specific foreign-investment restrictions; this does not waive environmental, energy, fire or product-related requirements. The 2025 energy-review and carbon-assessment measures provide a project-review framework. Determine the applicable authority and evidence for the actual project rather than assuming that an existing industrial address has completed every step. 12. Compare locations around the actual production brief

Compare the actual customer chain, engineers and premises; do not rank by unsupported average rent. Compare matched proposals: the same product, annual output, headcount, utilities and intended start date. A rent figure from an office portfolio should not be compared with a fully equipped factory; a minimum wage should not be compared with an advertised all-in recruitment package.
